Explanation of Allah’s Name, Al-Qareeb, from Understand Quran Academy:

Allah calls Himself Al-Qareeb, the Near One, on one occasion in the Quran. He is the One who is closest to mankind, by His hearing, seeing, knowing, and witnessing, and the successful ones are those closest to Al-Qareeb in the Hereafter!

The Near, the Close One

Qareeb comes from the root qaaf-raa-baa, which points to three main meanings. The first meaning is to be close, bring near or to approach. The second main meaning is to be a relative and the third is to offer or sacrifice. This root appears 96 times in the Quran in 11 derived forms. Examples of these forms are taqraboo(“go near”), al-qurbaa  (“the relatives”), qareebun (“near, impending”) and al-muqarabeena (“those brought near”).

Linguistically, qareeb is related to time or place and the opposite is ba’eed (far). Qareeb can refer both to physical and non-physical closeness, for example in the expression: that person is close to my heart, in which it refers to a close emotional connection. Allah Al-Qareeb is The Near through His perfect hearing, seeing, and understanding of the every action, feeling or thought of the whole of mankind

The One who is Close to His servants, in the sense that He rewards obedience, and answers their supplications. He is close to whoever is sincere in worship and who repents for his or her sins. The One who is Near to all. He is Near, in the general sense, to the believers and non-believers, He encompasses everything. This does not mean He is on earth or united with creation. Nothing is hidden from Him nor can anything render Him helpless. This Attribute of Qurb (Nearness) entails His Encompassing of creation. In His Nearness, nothing escapes His Knowledge, Ability and Authority. His special Nearness is rendered to His Awliyaa (close friends): those who sincerely invoke Him, do righteous actions and draw near unto Him.

The more a slave perfects His Uboodiyyah (Servitude) to Allah, the more He draws near unto Him and Allah draws near to Him. The Nearness of Allah is real and true, however Allah is unlike His creatures. We affirm that He draws near in a way that fits His Majesty; knowing well that He is upon His Throne in a way that befits His Glory. The manner in which He draws near is unknown to us because neither Allah ta’ala nor His Prophet (S) informed us of “how.” Allah the Exalted draws near to His slaves on the Day of ‘Arafah: when the pilgrims stand on the plain of ‘Arafah in a state of remembrance to Allah. Allah the Exalted descends every night to the lowest heaven, when the last third of the night remains.

He, Exalted, is He, is close to everybody, this closeness being of two types:

1) The general closeness which means His being close to everyone with respect to His knowledge, awareness, seeing, witnessing and encompassing.

2) The specific closeness which is specific to His worshippers, those who ask of Him and those who love Him. he reality of this type of closeness cannot be comprehended, all we can see is its resultant effects – His kindness to His servants, His aiding them and His making them to be firm upon the Straight Path.

From the consequences of this closeness is His answering those who supplicate to Him and His grating them the ability to be penitent. He is the One who answers, in a general sense, those who supplicate to Him whoever they may be, wherever they may be and whatever condition they may be in as He has promised. He is the One who answers, in a specific sense, those who love Him, those who imitate and follow His Shari’ah.

Allah (the Exalted) is near to all by His knowledge. This name does not indicate that Allah is everywhere; rather He is above the heavens. But He is near us through His knowledge, hearing, and sight. In the general sense, it means that He knows what all the creation is doing; in the specific sense, it means that He answers the prayers of His servants.

Application

Knowing that Allah (the Exalted) is ever Near brings to His servants an acute awareness of Allah’s presence. They are constantly aware of Allah and consider Him in all of his actions. They make sure that their intentions are purely for the sake of Allah, knowing that Allah (the Exalted) is near and knows their thoughts and intentions. The servants of Allah also devote their worship and supplications directly to Him, knowing that He is near. There is no need for intermediaries, as they can seek help directly from the One who is ever Near

Al-Qareeb (the Ever-Near), al-Mujeeb (the Responsive). Allaah, may He be glorified, is near to everyone, and His nearness is of two types:

His nearness to everyone in a general sense, through His knowledge, watching, awareness and witnessing, which encompass all things.

His nearness in a specific sense, to His slaves, those who ask help of Him and those who love Him. The true nature of this closeness cannot be understood, but its effects may be seen in His kindness towards His slave, and His care, support and help of him. Another of its effects is His response to those who call on Him and His acceptance of the repentance of those who worship Him. He is also the One Who responds in a specific way to those who respond to Him and follow His religion. He also responds to those who are in need and to those who no longer have any hope in any of His creation, and who put their trust in Him, hoping for His pleasure and fearing His wrath.
